    [GSoC 2016] SimStream Module

As part of my GSoC 2016 project, I created a module for publishing information from running
applications to a RabbitMQ server. This utility can run alongside remote applications and
return information from log files and application output (e.g. simulation state, etc.), and
supports custom data collection.

SimStream has been added as a submodule to the Airavata repository, and the original code
can be found at https://github.com/jeffkinnison/simstream

Resubmit to merge with development branch and capture all previous commits.
