Discussed with Eroma:
* it's worth it to add this since the backend already supports this kind of filtering so it
should be fairly easy to add to the API
* we'll add some more filtering options
** by user
** by resource
** by application
* filtering will always include a date filter but admin can add other filters. Filters are
ANDed together.
