Currently only the owner of an entity can change the sharing settings of the entity. For entities
that are collaboratively managed this can become burdensome that all sharing changes must
be funneled through a single user. It would be useful if the entity owner could delegate managing
of who has sharing access to another user or group.

To this end I'm proposing a new MANAGE_SHARING permission in our system.  If a user has the
MANAGE_SHARING permission for an entity, they should be able to add, remove and modify the
permissions and users/groups with which that entity is shared.
