For entities that are collaboratively managed this can become burdensome that all sharing
changes must be funneled through a single user. It would be useful if the entity owner could
delegate managing of who has sharing access to another user or group.

the MANAGE_SHARING permission for an entity, they should be able to add, remove and modify
the permissions and users/groups with which that entity is shared.
