you can stop apache or tomcat (via exec or java)
you can build your war, ear or jar(see war, ear, jar tasks be mindful of the
application.xml)
you can copy war,ear,jar to the correct folder (copy task)
also copying your jsp,html to correct folder (webapps subdirectory)
you can restart apache or tomcat (exec or java)

The tricky part is reconfiguring application specific resources in your
WEB-INF/web.xml
But you can use %TOMCAT_HOME%/conf/web.xml as a template..
