No.

if="cpptest.failed" only checks whether the property has been set, not
to what value.

You may want to add

<condition property="cpptest.really.failed">
  <not>
    <equals arg1="${cpptest.failed}" arg2="0"/>
  </not>
</condition>

between <exec> and <antcall> and check for cpptest.really.failed
instead.  Be careful when you try this on OpenVMS, though.
