Instead of a Servlet, consider a ContextListener.  You configure it in
web.xml, and the container runs the various methods when the context is
started and stopped.

Thanks to Dominique for pointing out that what I spent an hour
discovering has already been fixed: ;)

If I'm reading that right, it's fixed in 1.6.3 so it should be in the
next release.  At that point, then you can create the directory at build
time (anywhere, you can delete it after building the .war file,) include
it, and it should be in the war file as an empty directory.
