Environment:

* Apache 2.4.39
* Apr 1.7.0
* Apr-Util 1.6.1
* Apache package is self compiled with OpenSSL 1.1.1b on CentOS 7 OS (runs as
OpenVZ guest on host which is driven by CentOS 6). 

Compilation finishes w/o problems, only start of Apache fails (from "strace -f
httpd -k start"):

On host (CentOS 6 one) I have installed rng-tools in hope that it will fix
problem

but that did not help.

Same package works on host/guest combination: CentOS 7/CentOS 7 w/o any issue.
If I revert Apr to 1.6.5 Apache starts w/o problem on any combination of CentOS
host/guest OS 

Any idea how to solve it?
