When running the PackageStateMBean.listPackages() command, I get the following exception:

 javax.management.RuntimeMBeanException
javax.management.openmbean.KeyAlreadyExistsException: javax.management.openmbean.KeyAlreadyExistsException:
Argument val
ue's index, calculated according to this TabularData instance's tabularType, already refers
to a value in this table.

The exception is being thrown because there are duplicated package names in the OSGi framework.
