The source of the issue is in SubsystemResource.computeDependencies(SubsystemManifest). Dependencies
are identified only by iterating over the resolution's key set. The resolver will not return
resources as keys that were already resolved when the operation began. This means that an
already resolved shared resource will not be identified as a dependency of the subsystem and,
therefore, the reference count will not be incremented. In addition to the key set resources,
the list of wires for each resource must also be iterated over and each wire's provider inspected.
