Looks like option (3) is the best option as in general normal bundles do not need such a refresh
cross-subsystem. OSGi fragments-host is part of the OSGi spec so have fragment specific support
cross-subsystems seems logical to implement. The current aries subsystem implementation already
has specific fragment support for other reasons.
