These symptoms were among the strangest I've ever seen. The cause is the importing of the
org.apache.aries.util.filesystem.impl package in UnpackingFileSystemImpl and CleanableCLosableDirectory.
This is a private package of the org.apache.aries.util bundle. It appears that either this
contribution must be rewritten so that these imports are no longer needed, or the util bundle
must export the package. It's not clear to me why the issue seems to only appear when running
the tests and not at runtime.
