It should be possible to be able to specify a description of a trait definition at creation time of the that trait; not just as the time the trait is associated with an entity.

The use case is:
A user creates multiple PII tags:
- PII-foo
- PII-bar
- PII-baz

Each tag should have an associated description with it so that the data curator (associating the tag to the entity) will know which is the appropriate tag to use. The name of the tag is often enough not enough information to go on.
