[~shwethags] The instance of StoreBackedTypeCache.Context used in get() not a static instance,
it is a local variable.  The class definition is declared as private static so that it is
static nested class with no reference to an enclosing instance.  It is declared private as
it's usage is limited to the internal implementation of StoreBackedTypeCache.get() and its
child methods.
