rpm2cpio axis-c-1.2-1.src.rpm | cpio -i
will give you axis.spec and axis-c-1.2.tar.gz

Look at axis.spec.

To generate RPM, use
rpm -ba axis.spec

(You need to put axis-c-1.2.tar.gz into
<RPMDIR>/SOURCES)
