While working with James Jose to fix some related problems, I found, and applied, a small
fix (in src/soap/ComplexElement.cpp) which resolves the initial problem:
ie:
  <np:name>...
where it should be:
  <np:name xmlns:np="http://mynamespace.com">

However, the issue still exists as to how we allow this namespace to be correctly propogated
to any further children.
The test IHeaderBlockTest4 highlights the exact problem.
