According to the SOAP, XSD spec a DateTime object can optionally have a timezone appended.
This in the form +/-hh:mm, or Z to denote UTC (GMT).

I have looked into the serialization code of DateTime, and notice it always assumes UTC. 
I shall make the necessary changes to correctly determine timezone offset, and append to the
outgoing DateTime value.
