Axis c++ uses the file axiscpp.conf (located in %AXISCPP_DEPLOY% on Windows, or %AXISCPP_DEPLOY/etc
on Unix) to locate the transport and XML parser libraries.

If this file is not found you will see the message you describe and it will attempt to continue
using hard-coded default values within the engine :
If you're using the binary package the default values should match all the required libraries,
but you will need to ensure these are available on the PATH.

Hence, why it works after you copy across the parser libraries.
