HTTPTransportException:Client failed to open Failed to open connection to server:
                 hostname='localhost'
                port='8888'
                Error Message='No connection could be made because the target ma
chine actively refused it.'  
              Error Code='10061'

Here 'failed to open ' occurs twice.

This problem exists for other exception code too
