Memory leak occurs when inserting element to hash table
-------------------------------------------------------

                 Key: AXIS2C-694
                 URL: https://issues.apache.org/jira/browse/AXIS2C-694
             Project: Axis2-C
          Issue Type: Bug
          Components: util
    Affects Versions: 1.1.0
         Environment: windows
            Reporter: S.Uthaiyashankar

If an non null element is inserted to hash table when the hash table is full, and the key
is not available in the hash table, then memory leaks occur.
