I have a C# client that is working successfully with my Axis2/C Server.  When I change the
WSE 3.0 Settings on my C# project to turn on client side MTOM, the client sends the request
using MIME.  The server successfully handles the request, but there is an extra double quote
character in the content-type on the http header of the response.
