Yes, I just tried it on a machine with gcc 4.1.3 installed and it had the same problem.  (That
machine happened to be a NetBSD machine, and axis needed some additional patches to build
there.  (AXIS2C-1285))

Try this and you'll see the problem with the headers:
cat <<EOF > aa.c
#include <axutil_env.h>
EOF
gcc -I${AXIS2C_HOME}/include/axis2-1.5.0 -Wstrict-prototypes -Werror -c aa.c
