More importantly, this violates the format for URLs


A URL is in the following format:


protocol://host:port/resource

which can be shortened for some things like the file: protocol.

file:///C:/foo/bar/baz.xml

It might be better to test for either case "'\'" and File.separator
as the entry we are testing is a URI (not as strict as URL format).
Java can handle paths with mixed '\' and '/' directory seperators.
