Yes, I think we need this support in Axis.  Or better put, we can't remove
it from Axis 1.x.

In particular, we need to NOT use soapenc in literal services.
Which involves removing it, so *that* is good.  :-)

I agree in principal but given the rocky support of doc/literal in Axis,
many people still use and will continue to use RPC/enc for quite some time.
We cannot just ditch it.

Isn't it time to stop supporting the old soapenc stuff?? WSDL 1.2
won't have this stuff in it and even SOAP 1.2 has all but deprecated
it by moving this stuff to the adjucts section. 

I think its time to move on.
