The reason for the bug was that calls was made to InvokeJAXRPCHandlers method before and after
the calls to the transport request and response
chains. No check was being made to see if the handleRequest returned false or any runtime
exceptions were being thrown - the InvokeJAXRPCHandler method did not return any boolean values
to indicate the result of the calls. 
I have modified the InvokeJAXRPCHandlers method to return the handler
chain if any JAX-RPC handlers are specified. The processing then takes 
place with due consideration to the return from the handleRequest or JAXRPCExceptions thrown
in the invoke method itself. The
chain is destroyed in the finally block of the invoke method.
I have added the diff.txt and the in the attached zip file.

If handleRequest or handleResponse return "false", message processing should be
stopped. However, JAXRPCHandler ignores the return values.
