That was a wrong fix:( it should have been

 int queryIndx = serviceStr.indexOf("?");
 if (queryIndx > 0)
     operatoinName = new QName(serviceStr.substring(index + 1, queryIndx - 1));
 else
      operatoinName = new QName(serviceStr.substring(index + 1));
