Problem Summary:
The FactoryRegistry code is used by the JAX-WS implementation to plug in various implementation
factories.
The factories are put into the registry infrequently (startup).
The factories are obtained frequently.
The current code uses a Hashtable to store the factories.  The synchronization degrades performance.

Solution:
This solution was proposed by David Strite of the IBM Performance team.  
We will be removing the Hashtable implementation and replacing it with a "copy on put" pattern
as described by:
