I've struggled with this same issue.
It's currently difficult to set the axis2.repository.path and the axis2.xml.path init parameters
without modifying the Axis2 war. I want to ship this war unmodified with my application.
The WarBasedAxisConfigurator is hard coded for AxisServlet (and AxisAdminServlet).
My current solution is to provide a custom version(s) of WarBasedAxisConfigurator and/or the
servlet classes (earlier in the classpath).

> We need an api way to set the axis2.repository.path and the axis2.xml.path so that it
need not be specified in the web.xml where the axis servlet is deployed. This will help a
lot in the dynamically determining the path from application specific params and setting it
through an api/system property to axis.
