Background:
The JAXWS engine builds a list of packages required to invoke a service.  (For example, this
list of packages is used to construct internal JAXBContexts).
The preferred method of obtaining these packages is by walking the schema annotations.
However, there is also a fallback search to build the packages from the wsdl/schema namespaces.
 This fallback mechanism is essential in cases where annotations are not fully declared. 


Problem:
The fallback search (SchemaReaderImpl) attempts to build packages for each namespace that
it discovers.  However there are some namespaces (like the wsaddressing namespace) that should
be excluded from this namespace->package search.

Solution:
I am working on a small change to the code that will exclude certain namespaces from the namespace->package
search.  Once completed, it will be easy to add other namespaces into the exclusion list.
