This was supposedly fixed in AXIS2-3265 but when I looked at the code, it was not fixed.

Here's what I think the fix should look like:

The finally block of the OutInAxisOperation.NonBlockingInvocationWorker#run method should
be updated to call axisCallback.onComplete() to signal that the complete was done.
