I had the same issue after installing the latest AXIS.  The problem was that in the docs,
the %axisclasspath% did not have the version numbers for commons-discovery.jar (mine should
have been commons-discovery-0.2.jar for example) and commons-logging.jar.  I also found I
was missing wsdl4j-1.5.1.jar in my axisclasspath.   Basically do a directory of %AXIS_HOME%\lib
and make sure your axisclasspath file names match all the jar files in that directory.
