BP1600 is a test case for R9980 which says that "An ENVELOPE MUST conform to the structure
specified in SOAP 1.1 Section 4, "SOAP Envelope" (subject to amendment by the Profile)." Which
requirement in SOAP 1.1 or BP 1.2 disallows declaring the addressing namespace on the soap:Header
element?
