Another comment I would like to make:

The current Rampart tests use a fixed HTTP port number (5555). That is actually not a good
practice because it sucks when you need to configure the build on a CI system that may execute
builds concurrently. We should try to fix that at least for new code. axis2-testutils has
a utility class called PortAllocator that allows to get unique port numbers. It should be
sufficient to use that in the initialisation of the HTTP_PORT and HTTPS_PORT constants.
