    Support @ValidatesRunner(RunnableOnService) in Python [2/2]

    Be sure to do all of the following to help us incorporate your contribution
    quickly and easily:
     - [ ] Make sure the PR title is formatted like:
       `[BEAM-<Jira issue #>] Description of pull request`
     - [ ] Make sure tests pass via `mvn clean verify`. (Even better, enable
           Travis-CI on your fork and ensure the whole test matrix passes).
     - [ ] Replace `<Jira issue #>` in the title with the actual Jira issue
           number, if there is one.
     - [ ] If this contribution is large, please file an Apache
           [Individual Contributor License Agreement](
     - Create TestPipeline class which is a wrapper of Pipeline to construct beam pipeline
and will only used in test (ValidatesRunner test and E2E integration test).
     - Provide a small set of examples that how to build ValidatesRunner tests.
     - Currently, the default runner is DirectRunner if it's not specified in command line.
    Test done by running all unit test + ValidatesRunner test locally. 
    A subset of ValidatesRunner tests run successfully on Dataflow service.

You can merge this pull request into a Git repository by running:

    $ git pull support-validate-runner-impl
