    Javadoc cleanup

    1. Introduce `site.release_latest` to support linking to the latest version of Javadoc.
    1. Update existing links to use `site.release_latest`.
    1. Make top-level Javadoc page forward to the latest version.
    1. Make `.../current` automatically forward to the latest version.
