    [BEAM-2128] Use DataflowRunner and set tempLocation in Jenkins IT pipeline options

    This should fix the MavenInstall postcommit breakage, which is root caused to a coupled
failure between a design issue in `TestDataflowRunner` and the particular pipeline options
that Jenkins provides.

You can merge this pull request into a Git repository by running:

    $ git pull BigQueryIO

Alternatively you can review and apply these changes as the patch at:
