Subject [GitHub] beam pull request #3224: More robust gen_protos on jenkins.

    More robust gen_protos on jenkins.

    Don't use the globally shared build directory, which pip may refuse
    to use if there's a failed install.
    
    Be sure to do all of the following to help us incorporate your contribution

       `[BEAM-<Jira issue #>] Description of pull request`
     - [ ] Make sure tests pass via `mvn clean verify`.
