Closing on Behalf of Krista Baker.
Here are Krista's comments on the issue:
Fixed - The w3c DOCTYPE identifier has been updated to valid html.  Was "//W3C//DTD HTML 4.01
Transitional//EN" is now "-//W3C//DTD HTML 4.01 Transitional//EN" which is valid HTML.  

HTML & XHTML BVTs have already been updated for this fix.
