When the Page Flow annotation processors create files (when running under Sun's apt), they
do not use the Filer interface to create the files.  This works fine on the command line,
but it won't work in an IDE, which needs to know when/where files are created.

Unfortunately, Filer offers only two choices of places to create files: the source directory
and the build directory.  This means that to fix this bug, our generated files need to move
out of WEB-INF, into WEB-INF/classes, i.e., they will not only be generated into a different
place, but they will be read through a different mechanism in the runtime.

I'm marking this as Critical, since not fixing this will mean that the current Beehive version
can't be tooled correctly in an IDE.
