    Description: The routine ScopedRequestImpl.registerOuterAttribute() should not be called
if the ScopedRequest is constructed such that the attributes of the outer request are visible
in the scoped request. There is an assert to check this. However, when the code is run without
asserts it will throw an NPE. I think it should just log the error and return.  (was: The
