Try,

  package(:jar, :file => _("target/xyz.jar")).include
"properties/xyz.properties"

or the more readable,

  package(:jar, :file => _("target/xyz.jar")).tap do |jar|
    jar.include "properties/xyz.properties"
    # other includes
  end
