system_drop_keyspace can cause a node to be unstartable

calling thriftClient_.system_drop_keyspace(keyspaceName) on a newly created keyspace, then
stopping the node renders the node unstartable. Results in the following stacktrace:

my repro:

start new node with empty data directory
create a new keyspace
drop the keyspace
attempt to restart the node, notice that it fails to start.
