need sstableck util to check format for sstables without the output for sstable2json/sstablekeys

on IRC during discussion of CASSANDRA-1170 it was mentioned that a sstableck utility (analogous to fsck) would be useful to have.  sstablekeys/sstable2json sort of fulfills this requirement but produces a lot of output that isn't really desired in this case.
