I think we should skip the test if we detect that {{ip_nonlocal_bind}} is set and output a
warning. The interesting question is whether we should detect this setting on a Linux host
and log a warning when the operator specifies a non-local IP but we still proceed to bind
to it because the OS has this flag set. In this case we have Cassandra listening on a IP that
does not exist on the host.
