Josh and I had a chat about this earlier, and I just wanted to summarise briefly what I said
for the community's benefit.

I can see why the number of follow-ups linked here might be perceived as worrisome, and could give
the impression of a patch landing incomplete.  But if you dig into the detail, you'll
see that almost all of the follow-up work attached to this ticket was non-essential, just
preferable.  To illustrate, I've categorised the tickets:
 * 4 Non-TR related bugs, discovered in TR review and relevant to follow-up
 * 7 cleanup tickets to improve code structure, 3 of which trivial, 2 only tangentially related
to TR (further improving some wider code cleanups that landed alongside it), all of which
capitalising on the review effort to clean up existing code while fresh
 * 3 bugs with TR, mostly non-critical
 * 7 TR related 'nice to haves' - removing minor caveats (2 of these are easily categorised
either as bugs or caveats to document)
 * 1 bug affecting regular operation
 * 1 discussion ticket for nuance of certain characteristics of TR

It has since come to light that there were differing interpretations of the agreed-upon freeze,
some of which might have preferred to defer some of the above work until another major release,
but I hope this sheds enough light to demonstrate the work (as it landed) was fairly complete.

My own view is that this is the best vetted ticket of this scope to ever land in the codebase,
and the first one I've been personally willing to endorse committing.

I think what this demonstrates most is that we need better communication and more explicit
planning in the community for releases - both for 4.0 and after. Hopefully we can begin to
tackle that in the coming weeks.
