Thanks for the heads up.
I'll need to tweak our billing integration that is why it does not work properly then :D
The only difference I have found between the records is the usage_type field. The usage server
puts the same record into the cloud_usage table containing the offering_id raw_usage etc...

 Usage type 2 is for Allocated Vm usage, which is from VM create time till destroy time. Service
offering contains CPU, RAM details which are applicable to Running Vm usage (usage type 1)
and not Allocated Vm usage. Service offering changes are properly reflected in Running Vm
usage. Actually, service offering details should not be part of Allocated Vm usage, since
they are not related. This issue is not specific to 3.0.2, it is by-design.
