But a instance owner without the cloudstack UI privilege can not stop the vm from cloudstack.
So there is no way for him to stop his instance.

But If I create an instance with HA compute offering and use "shutdown" in the guest vm OS,the
vm will be started automatically after stopping.
I want to use HA but I don't need the auto-start feature.
