Don't know for your exact use case, but you might want to try:
https://registry.hub.docker.com/u/runseb/ec2stack/
which is based on:
https://github.com/BroganD1993/ec2stack
It's a different AWS compatibility layer than what you use and it might work with boto v2.36.
I don't recall which version I tried it with.
