Templates get deleted from primary storage during the storage cleanup activity. There are few
global settings that manages cleanup:
storage.cleanup.enabled
storage.cleanup.interval
storage.template.cleanup.enabled
Actual deletion of the template copy on PS happens on 2d cleanup thread run. One the first
run if template is identified to have no local volumes it is maked for GC (garbage collection)
and on second run it is actually deleted assuming it is still not in use.
