Subject Dynamically creating fo xml file

Does anyone know how to create a Formatting Objects xml file using XSP? I am
getting the following error when trying to produce the fo xml file from xsp.
I know that I am doing this wrong, but I cannot find any information on
creating fo xml files dynamically.
